Plain-language commitment. This document is written to help learners, parents, teachers and school administrators understand the rules without specialist legal knowledge.
1. Agreement and scope
These Terms and Conditions govern access to MBSSE LMIS, including its website, mobile application, learning materials, assessments, communication tools and connected services. The platform is operated by the Ministry of Basic and Senior Secondary Education (MBSSE) for authorised education purposes in Sierra Leone.
By signing in, creating an account or using the platform, you agree to follow these terms and the Privacy Policy. If you are a learner who cannot legally agree on your own, your use must be authorised through your school and, where required, your parent or guardian.
2. Accounts and roles
You must provide accurate information, use only the account assigned to you and keep your sign-in credentials confidential. You must promptly report a lost device, suspected account misuse or unauthorised access.
Access is based on assigned responsibilities:
- Learners access enrolled subjects, materials, assessments, messages and their own progress.
- Teachers must be onboarded and verified by an authorised administrator before teaching subjects or accessing learner records.
- Parents or guardians may access only learners formally linked to their account.
- School and MBSSE administrators may manage users, subjects, curriculum, reporting and platform settings within their authority.
- Auditors and support personnel receive limited access needed for their approved work.
You may not share accounts, impersonate another person, create an unauthorised account or use another person's information. MBSSE may require identity, teacher or school verification and may correct or disable accounts that cannot be verified.
3. Acceptable use
Use MBSSE LMIS respectfully, lawfully and for education or authorised administration. You must not:
- bully, harass, threaten, exploit or endanger a learner or any other person;
- upload unlawful, abusive, discriminatory, sexually explicit, malicious or irrelevant content;
- disclose examination materials, learner records or personal information without authority;
- attempt to bypass permissions, discover passwords, disrupt the service or introduce harmful code;
- scrape, resell, commercially exploit or make unauthorised copies of platform data or content;
- send spam, manipulate badges or progress, falsify attendance, or interfere with another user's work; or
- use messages, forums, live classes or recordings in a way that breaches school conduct or safeguarding rules.
Report unsafe content or conduct to a teacher, school administrator or the LMIS support channel. Where a child may be at risk, use the school and MBSSE safeguarding process immediately.
4. Learning, assessments and academic integrity
Subjects, curriculum materials, quizzes, BECE and WASSCE practice questions, past papers and marking guides must be published only by authorised users and must be accurately labelled. Past-paper availability does not mean that MBSSE or WAEC guarantees the same questions will appear in a future examination.
Learners must submit their own work unless collaboration is expressly permitted. Cheating, plagiarism, unauthorised answer sharing, misuse of artificial intelligence, impersonation and interference with assessment controls may result in review under school or examination rules.
Automated marks are provisional where teacher review is required. Official grades, promotion and examination results remain subject to authorised moderation and the rules of the responsible school, MBSSE or examination body.
5. Content, live classes and recordings
Teachers and administrators may upload documents, audio, video, images, H5P or SCORM packages and other learning materials only when they have authority to use them. Uploading content does not transfer its ownership to MBSSE, but you permit MBSSE to store, process and display it as needed to provide the education service.
Official curriculum documents, MBSSE materials, WAEC materials and third-party resources remain subject to their applicable ownership and licence conditions. Users may download or copy them only as permitted for education use.
Live classes may use Zoom, Microsoft Teams, Google Meet or another approved provider. The organiser must tell participants when a session will be recorded and follow school safeguarding and consent requirements. A meeting recording becomes available in LMIS only when an authorised user uploads it or an enabled provider integration retrieves it. Users must not secretly record, republish or share a class outside its intended audience.
6. Service availability and integrations
MBSSE aims to provide a reliable service, but access may occasionally be interrupted for maintenance, security, internet or power failure, provider outage or events beyond reasonable control. Users should keep an appropriate copy of critical work and follow school contingency instructions during an outage.
Some features rely on approved third parties, including identity, video conferencing, cloud hosting, plagiarism checking, messaging and content tools. Their separate terms may also apply when you use them. MBSSE may add, replace, limit or remove an integration to protect learners, security, cost or service quality.
The platform may provide links to external websites. A link does not mean MBSSE controls or endorses all external content. Users should confirm that a destination is appropriate before sharing personal information.
7. Suspension, enforcement and responsibility
MBSSE or an authorised school administrator may restrict or suspend access to protect users, investigate suspected misuse, preserve evidence, comply with law, or maintain service security. Where appropriate, the affected user will be informed and may use the applicable school or MBSSE review process.
Learning materials and automated feedback support education but do not replace professional teacher judgement or official examination decisions. To the extent permitted by Sierra Leone law, MBSSE is not responsible for loss caused by unauthorised account sharing, a user's unlawful conduct, an external provider outside MBSSE control, or failure to follow published backup and contingency instructions.
Nothing in these terms excludes a responsibility that cannot lawfully be excluded or limits MBSSE's safeguarding and public-service obligations.
8. Changes and governing law
MBSSE may update these terms to reflect changes to the platform, education rules, security requirements or law. The current version and effective date will remain available on this page. Material changes may also be announced through the platform.
These terms are governed by the laws of Sierra Leone. Concerns should first be raised with the relevant school or MBSSE so they can be reviewed through the appropriate education, administrative or legal process.
